The Himalayas affect the climate of India in the following ways.

a. They prevent cold winds coming from the north.

b. They force the monsoons to shed their moisture over India.

c. They also cause the western disturbances to cause rainfall in north-west India and deflect them into the Bay of Bengal making the north-east monsoon stronger.

(b) Arakan yoma is a North South standing mountain range unlike Himalayan range which runs east west in a arc shape hence its not a part of Himalayan range proper. Butits an associated mountain range of Himalayas and has a North South run.Its formation age, rock structure etc are different from himalayas but can be considered a part of Himalayan orogeny.

(c) These hills run parallel to the Arabian Sea branch of the .W. Monsoon and is not conducive to rain. Besides, the Bay of Bengal winds of the .W. Monsoon coming from the east is blocked and hence Rajasthan lying on the leeward side of these Hills, gets little rain. This is why Thar is a desert. The Himalaya Mountains block the Bay of Bengal branch of the *.W. Monsoon from crossing the mountains. The places on the southern slopes of the Mountains get heavy rain.
