Very often different constituent units of the federation have unequal powers. Some units are granted special powers. This might have been done to protect the regional autonomy of the concerned unit/state.
(i) All states in the Indian Union do not have identical powers. Some states enjoy a special status like Jammu and Kashmir and Arunachal Pradesh.
(ii) Jammu and Kashmir has its own constitution. Many provisions of the Indian constitution are not applicable here. An approval of the state assembly of Jammu and Kashmir is required to enforce the provisions of the Indian constitution.
(iii) Indians, who are not the permanent residents of this state cannot buy land or house here. Similar special provisions exist in some other states of India as well.
