Budget deficit creates disequilibrium in every economy but in developing countries like India why does the government depend on it.?

Per-capita income in developing countries in India is comparatively low, so the tax receipts of the government are not sufficient to incur heave expenditure for the development of the economy. Therefore the government is compelled on budget deficit ,which is financed through borrowings at home, abroad and from central bank.
