The process for the establishment of a federation in India has been described as one of the "movement from the Union to the units, rather than from the units to the union, i.e.. Holding Together Federation."
The constitution of India says "India shall be a Union of states" which signifies that the Indian federation is not the result of an agreement by the units and the units have no freedom to secede from it.
